I am not sure how to get this to work. I see the import is looking for a .ppk file but I am unsure what that is.
Is there a way (maybe in c# hopefully) for us to create our own control templates?

Create and export a template: open a project With the project editor, right click on an element (buttons, panels, panels with children,...) then select "add to template", then enter a relevant name for your "template". the template is created it will allow you to duplicate the template in any projects for a game. the Templates with children (panels) are available under the Assembly classifier in the project editor (bottom of the right panel where the buttons, panel,... classifiers are) the simple Templates are available under it's type classifier.
To import a Template in another game, you must first export it : open the resource manager select the game with the template then under the "Control Templates" tab select the template you want to export then click on "export". To import in another game, in the resource manager select the game then select the "control Templates" tab then click on "Import".
You can delete Template directly from the project editor or from the resource manager.
